This is west of Lake Kolomo, which itself is just north of the Great Plateau, the game's starting area. You'll unlock this as part of completing Divine Beast Vah Medoh. We recommend gliding north east from the Central Tower and walking over, and being prepared to fight (here we explain the shield parrying technique to beat Guardians easily) or flee past enemies along the way.
While not hard to find, it can be tricky to get to as the Central Tower region is filled with Guardians and other nasties. This is in the Sacred Ground Ruins in front of Hyrule Castle in the centre of the map. You can, of course, skip this step and head straight there if you know where to look, which is where the following list comes in handy.
